UDOT Uses High-Pressure Water Jets for Bridge Demolition

Hydro demolition system uses 36,000 PSI water to efficiently remove bridge concrete, saving time and money.


SALT LAKE CITY (July 29, 2016) – The Utah Department of Transportation (UDOT) is utilizing an innovative system of high-pressure water jets to refurbish bridge decks on the I-215 project. This is one of the first times UDOT has used this hydro demolition process to reconstruct a bridge deck, and the first in the Salt Lake Valley. Hydro demolition will allow crews to be more precise while refurbishing the bridge, which saves time and money.

“While we are reconstructing I-215 with all-new concrete pavement, we also want to preserve what we have where possible,” said Oanh Le Spradlin, UDOT project manager. “Utilizing an innovative tool like hydro demolition helps us accomplish that on several bridges without spending the money on a complete rebuild.”

Hydro demolition is being used to remove the top few inches of the pavement on two I-215 bridges (3500 South and 3800 South), leaving much of the pavement and the reinforcing steel intact. Other demolition methods potentially could cause structural damage and require more extensive repairs, extending the schedule and increasing costs. Using hydro demolition to remove and replace the concrete bridge decks will extend the life of the bridges by 15 years.

The hydro demolition process utilizes a machine that moves over the bridge, spraying water to remove the top 3-4 inches of the bridge deck. This machine sprays water at up to 36,000 PSI – up to 24 times more powerful than the average home pressure washer. After a few passes, a cleaning crew comes through and sucks up all the water and material with a vacuum. The vacuum uses a water jet – similar to a dentist doing a teeth cleaning – to dislodge debris and then suck it up.

The hydro demolition machine sprays 15,000-17,000 gallons per 10-hour shift (about the amount needed to fill the average in-ground backyard pool) – which is collected on-site, pumped into tanks, filtered, and then sent to a treatment plant and recycled back into the system. All of the vacuumed materials are ground and reused as road base on construction projects.

During construction, all four lanes of traffic will remain open in each direction during the morning and evening commutes. Most work, along with the necessary lane restrictions, are scheduled at night to reduce delays for the more than 100,000 cars per day traveling this section of I-215.

Crews are making significant progress on the I-215 reconstruction – UDOT’s largest project of 2016:

  • New asphalt has been placed in the westbound lanes of I-215 from 300 East to Redwood Road.
  • Some concrete paving is already done in the freeway median from 4700 South to 3500 South.
  • The reconstructed ramp from southbound I-215 to eastbound S.R. 201 is now open. In addition, the ramp from northbound I-215 to westbound S.R. 201, along with the ramp from eastbound 4700 South to northbound I-215, are now closed through late August for reconstruction. Work on the I-215 project is scheduled for completion in fall 2017.

S.R. 201 Overnight Closure Scheduled This Weekend

Lane restrictions also scheduled on I-15 at the Point of the Mountain, Bangerter Highway, and I-15 in Utah County 

SALT LAKE CITY (July 13, 2016) – The Utah Department of Transportation (UDOT) is scheduled to close S.R. 201 near the I-215 interchange Friday night, July 15, beginning at 9 p.m. Drivers should plan ahead and use I-80 as an alternate route.


Eastbound S.R. 201 will close beginning at 9 p.m. Friday, and then westbound S.R. 201 will close by midnight. S.R. 201 will open in both directions by Saturday, July 16, at 6 a.m. During this closure, crews will place new beams for temporary bridges on I-215.


This work is being completed as part of the I-215 reconstruction project, which will repave the freeway between S.R. 201 and 4700 South with new concrete, rebuild the bridges at the I-215/S.R. 201 interchange, and add new exit-only lanes in both directions.


Also this weekend, northbound I-15 is scheduled to be reduced to one lane from 2100 North in Lehi to 14600 South in Bluffdale for three nights – Friday, July 15; Saturday, July 16; and Sunday, July 17. Lane closures will start as early as 8 p.m. each night, with northbound I-15 reduced to one lane by midnight. All lanes will reopen by 10 a.m. on Saturday andSunday and by 5:30 a.m. on Monday. Crews will be paving and continuing bridge work as part of the I-15 widening project near the Point of the Mountain.


Other projects that drivers should plan for this week include:


I-15 in Provo – Lane restrictions are scheduled the nights of Wednesday, July 13, and Thursday, July 14, on I-15 near University Avenue (Exit 263) in Provo. On Wednesday night, southbound I-15 will be reduced to two lanes at 8 p.m., with all lanes scheduled to open Thursday at 6 a.m. Also that night, northbound I-15 is scheduled to be reduced to three lanes from 7 p.m. to midnight.


Then, on Thursday night, July 14, southbound I-15 is scheduled to be reduced to three lanes as early as 9 p.m., with all lanes reopening by Friday, July 15, at 6 a.m. These lane closures will allow crews to install new overhead signs for the Provo Westside Connector on I-15.  


Bangerter Highway at I-15 – The on-ramp from eastbound Bangerter Highway to southbound I-15 is scheduled to close from Friday, July 15, at 11 p.m., to Monday, July 18, at 6 a.m. Crews will be repairing the concrete pavement on the ramp. Eastbound drivers should get on northbound I-15, then use the 12300 South interchange to turn around onto southbound I-15.


I-15 in Lehi – Lane restrictions are scheduled on I-15 in Lehi near the Main Street (Exit 279) each night from Saturday, July 16, to Monday, July 18, while crews complete pavement repairs:


  • Northbound I-15 will be reduced to two lanes from Saturday, July 16, at 10 p.m. to Sunday, July 17, at 9 a.m. In addition, the northbound on-ramp from Main Street to I-15 will be closed during this time.
  • Southbound I-15 will be reduced to two lanes from Sunday, July 17, at 10 p.m., to Monday, July 18, at 6 a.m., and again from Monday, July 18, at 10 p.m., to Tuesday, July 19, at 6 a.m.

Moving to an intelligent design environment

UDOT’s intelligent design effort includes moving to an all 3D work flow – a revolutionary change in the way state departments of transportation do business.

UDOT is leading the nation in important innovations which will save time, reduce mistakes, and conserve public funding.

3-D models allow every aspect of a road construction project to be viewed from any angle. State DOTs produce 3D design models that are then converted to 2D paper plan-sets to be advertised and delivered to the construction contractor. Plan sets are stacks of paper diagrams that illustrate each aspect of the project, such as pavement layers, drainage structures like pipes and culverts, underground geotechnical features, etc. The plan set production process is 60 to 70 percent of a UDOT designer’s time during pre-construction.

Often, contractors need to re-create a 3D model to build the project. By providing the contractor with a 3D model instead, UDOT will save an estimated 60,000 hours a year, the contractor won’t need to re-create the 3D model, and bid prices will likely be lower.

Other advantages of an all 3D workflow include

  • A more accurate view of project features
  • A more efficient use of technology during construction
  • Better communication between designers and contractors
  • Greater accuracy estimating quantities of materials for building the roadway
  • Elimination and mitigation of errors during design and construction
  • A higher-quality construction product

Automated Machine Guidance on I-80 shows important benefits

Automated Machine Guidance (AMG) allows contractors to use 3D models to program heavy equipment, like excavators and pavers, to work automatically. Most contractors use AMG.

UDOT recently realized some important benefits by providing the 3D model to the contractor on the I-80 Silver Creek to Wanship paving project. Coring tests after paving showed two deficient pavement cores versus eight deficient cores compared to non-AMG pavement. AMG also resulted in fewer ‘must-grind’ corrections. These advantages add up to longer pavement life.

In 2016, Region Two will advertise the I-215 resurfacing project using the 3D model for information only. Providing this model will save the contractor from having to create a 3D model from scratch, may allow for better bid pricing, provide the construction crews with the ability to check final grade with a GPS unit, and help locate underground utilities.

Future vision

Eventually, UDOT would like the contractor to return post-construction 3D ‘as-built’ files which show how the project was ultimately built. With 3D files in hand, UDOT designers will have a much easier task when future work is necessary.

Plan for weekend work in Davis and Salt Lake County

EDITOR’S NOTE: The closure of Legacy Parkway will not occur this weekend. It has been rescheduled for later in the month.  Because Legacy Highway work cannot be done on the Aug 7th weekend, there WILL be closures on I-15 southbound in the North Salt Lake Center Street area. SALT LAKE CITY – The Utah Department of Transportation (UDOT) advises drivers to plan ahead for construction this weekend. Legacy Parkway is scheduled to close from Friday night to Monday morning for bridge maintenance. In addition, I-15 will be reduced to two lanes in both directions on Friday and Saturday night while workers reapply lane markings.

Legacy Parkway is scheduled to close in both directions from I-15 to I-215 beginning tomorrow night as early as 7 p.m.The southbound lanes will close first, followed by the northbound lanes at 10 p.m. On Monday, Aug. 10, the southbound lanes are scheduled to reopen in time for the morning commute by 5 a.m., followed by the northbound lanes at 8 a.m.

During this closure, crews will be completing bridge maintenance at several locations along Legacy Parkway. Drivers traveling through Davis County should use I-15 as an alternate route. The closure of Legacy Parkway will not occur this weekend. It has been rescheduled for later in the month.  -NRN

Because Legacy Highway work cannot be done on the Aug 7th weekend, there WILL be closures on I-15 southbound in the North Salt Lake Center Street area. Only three lanes will be available starting 10 p.m. Friday, Aug 7. to Saturday, Aug 8. -NRN

Drivers should plan ahead for delays on I-15 in Salt Lake County on Friday and Saturday night. I-15 is scheduled to be reduced to two lanes in both directions from 4500 South to 10600 South from Friday, Aug. 7, at 11 p.m. to Saturday, Aug. 8, at 7 a.m., and again from Saturday, Aug. 8, at 11 p.m. to Sunday, Aug. 9, at 10 a.m. These lane closures will allow workers to reapply lane markings on the freeway.

During this time, freeway off- and on-ramps are scheduled to close intermittently as construction equipment passes. Crews will not be permitted to close consecutive exits, so drivers should proceed to the next exit if their desired ramp is closed.


I-215 from Taylorsville to Murray

Construction continues to repave the eastbound lanes of I-215 between Redwood Road in Taylorsville and 300 East in Murray. Eastbound I-215 is reduced to one lane each night beginning as early as 9 p.m., and is reduced to two lanes during daytime hours on Saturdays and Sundays. UDOT advises allowing extra travel time or using alternate routes during these times.

Plan ahead for delays in Davis County

Lane restrictions, freeway closure scheduled for new bridge construction and concrete maintenance

SALT LAKE CITY — The Utah Department of Transportation (UDOT) advises drivers to plan ahead for delays on I-15 in Davis County this weekend. Crews are scheduled to set beams on the new 400 North bridge in Bountiful and complete concrete maintenance on the bridge over the railroad tracks on I-215 in North Salt Lake. Both projects will require significant lane restrictions.

The following is a brief description of road construction projects that drivers should be aware of this weekend (all schedules subject to change due to weather or equipment issues):

I-15 in Davis County

I-15 will be closed in both directions overnight Saturday, June 6, while crews build a new bridge at 400 North in Bountiful.

Southbound I-15 is scheduled to close at 500 West as early as 11 p.m. During this time northbound I-15 will remain open, but will be reduced to one lane. Once the new beams are set over the southbound lanes, crews will reopen one southbound lane and I-15 will be closed at 400 North. All lanes are schedule to reopen by 11 a.m. Sunday.

UDOT recommends Legacy Parkway as an alternate route. 400 North will remain closed at I-15 until project completion later this summer. The new bridge will feature improved sidewalks, wider shoulders and a higher barrier between traffic and pedestrians.

Drivers should plan ahead for heavy delays near the I-215 ramps on I-15 in North Salt Lake. I-215 has been reduced to one lane in each direction while crews complete concrete maintenance on the bridge over the railroad tracks. This restriction will remain in place 24 hours per day for up to two months. UDOT recommends drivers use Legacy Parkway as an alternate.

Urban speed limits raised to Keep Utah Moving

SALT LAKE CITY — Utah Department of Transportation crews canvassed the urban interstate across the Wasatch Front, replacing speed limit signs while officially changing the speed limit from 65 to 70 mph.

In an effort to optimize mobility and Keep Utah Moving, crews from UDOT Regions One, Two and Three spent all day on December 8th, changing out 99 signs from Spanish Fork to Ogden. In many instances, the crews simply placed a decal on the existing sign, but several of the older signs were replaced outright.

The speed limit increased on Interstates 15, 80 and 215. However, two sections of I-80 will remain at 65 mph, as engineering studies show the terrain doesn’t allow for a speed increase.

The choice to implement the new speed limits was based on several studies, and in response to last year’s legislation (H.B. 80).

Utah is not the first state to raise speed limits to 70 mph or faster. Nearly one-third of the United States has speed limits set at 70 mph or faster in urban areas, and more than two-thirds of states have increased them in rural areas.

2013 Construction Season Nears the End

The leaves have turned, the first snow has fallen on the mountains, and the 2013 construction season is nearing an end. UDOT and contractor crews have completed more than 200 road construction projects statewide in 2013. By the end of the year, 216 projects will have been carried out state roads and Interstates from Plymouth to St. George and from Wendover to Vernal. Each one of these projects was designed to help accomplish one or more of UDOT’s strategic goals:

  • Optimize Mobility
  • Zero Fatalities
  • Strengthen the Economy

In 2013, most construction projects fell under the goal to Preserve Infrastructure. These repaving and rehabilitation projects will keep Utah’s roads in good condition and prevent the need for more costly repairs in the future. Maintaining our highways helps them last as long as possible, and benefits the economy by keeping people, goods, and services moving throughout the state.

In 2012, UDOT completed 229 projects with a total value of $2,783,444,049, which included the I-15 CORE and Mountain View Corridor projects. By comparison, the total value of projects scheduled for completion in 2013 is $631,489,082. To make the best use of a much smaller budget during the 2013 construction season, the department focused on maintaining and making minor improvements to Utah’s roads, rather than major expansion or reconstruction efforts.

During the 2013 construction season, UDOT has resurfaced or repaired pavement on more than 400 miles of Utah highways and roads, and has completed 12 bridge repair or replacement projects. Some notable projects that have been completed or are scheduled for completion this year include:

  • I-80 Culvert Installation: Workers installed approximately two miles of 6-foot-diameter concrete pipe along I-80 in Parley’s Canyon to replace the original drainage system constructed in the 1960s.
  • I-15 Widening: Crews widened an 8-mile section of I-15 in southern Utah County from two lanes to three this year to reduce congestion and accommodate future growth in the area.
  • St. George Boulevard Diverging Diamond Interchange (DDI): Workers are converting the existing interchange at I-15 and St. George Boulevard into Utah’s fifth operating DDI to improve the flow of traffic.
  • U.S. 89/91 Repaving: Crews repaved U.S. 89/91 in Cache County from Sardine Summit to Wellsville.
  • U.S. 89 (State Street) Widening: Workers widened and repaved a two-mile section of State Street between Orem and Pleasant Grove.
  • Bangerter Highway Continuous Flow Intersection (CFI): Crews completed a new CFI at the intersection of Bangerter Highway and 13400 South to improve traffic flow in southwest Salt Lake County. Utah leads the nation with 11 CFIs (there are only 20 total in the nation).
  • I-215 Concrete Maintenance: Workers repaired concrete on I-215 from S.R. 201 to North Temple to extend the useful life of the pavement.

Moving forward in 2014, UDOT will widen I-15 at the Point of the Mountain and in Davis County, as well as continue its aggressive focus on maintaining existing roads.

2013 Top 10 Construction Projects

While there will not be as many large road projects in 2013, there will still be more than 150 construction projects statewide that will require drivers to plan ahead. This season, we will continue to perform maintenance on our roads and bridges to ensure they remain in good condition and last as long as possible.

We will also use innovative technology to improve traffic flow with the installation of the fifth and sixth diverging diamond interchanges (DDI) as well as the 11th continuous flow intersection (CFI) in the state.

The following is a list of the top 10 projects statewide in 2013:


  1. I-80 Drainage Pipe Replacement, Salt Lake County. Crews will install new drainage pipe in Parleys Canyon to replace the existing system. Drivers should expect lane closures throughout the summer. Project completion is estimated for December 2013.
  2. I-15, South Payson Interchange to Spanish Fork River. This summer, crews will work to widen seven miles of pavement and bridges on I-15 from the South Payson Interchange to the Spanish Fork River. Most of the work will take place in the freeway median, and construction is expected to be completed by the end of the year.
  3. Southern Parkway, St. George. The Southern Parkway is a 33-mile project that will eventually become an eastern belt route for Washington County. Currently, eight miles are complete from I-15 to the new St. George Airport. Construction continues this spring and summer to extend the new highway another eight miles.
  4. S.R. 193, Davis County. Crews are extending state Road 193, the Bernard Fisher Highway, from 2000 West (S.R. 108) on 200 South in West Point to 700 South and State Street (S.R. 126) in Clearfield. Work scheduled this spring and summer includes earthwork, utility relocations, drainage and sound wall construction. Temporary road closures or blockages may happen from time to time on local streets and trails.
  5. I-15, St. George Boulevard DDI Interchange Reconfiguration. Reconstruction work will take place on the existing diamond interchange to install southern Utah’s first diverging diamond interchange. Work is expected to begin this summer and finish by the end of the year.
  6. U.S. 89/91 Repaving, Sardine Summit to S.R. 23, Cache County. The second phase of work continues from last season’s repaving of U.S. Highway 89/91. Maintenance work will take place from Sardine Summit to Wellsville to maintain a smooth road surface and prolong the life of the roadway. Daytime lane closures will be taking place throughout the summer.
  7. I-15, 1100 South (U.S. 91) DDI Interchange, Brigham City. Work to build the first diverging diamond interchange in northern Utah will begin this summer on the I-15 and 1100 South interchange in Brigham City. Traffic may be redirected around the project throughout its duration, but crews will work to minimize delays. This project is expected to be complete next summer.
  8. U.S. 89 Improvements, Orem to Pleasant Grove. Crews will make several improvements to State Street between Orem and Pleasant Grove this summer. The road will be widened to seven lanes, repaved with new asphalt, and upgraded with curb, gutter and new sidewalks in various locations. The project will improve traffic flow and reduce congestion in the area. Drivers should expect minor traffic delays due to lane restrictions.
  9. Bangerter Highway, 13400 South CFI Installation, Salt Lake County. Construction of a new continuous flow intersection (CFI) on Bangerter Highway at 13400 South will improve the flow of traffic in this fast-growing section of the Salt Lake Valley. Lane restrictions will occur throughout the project but will take place during non-commute and nighttime hours. Construction will be completed this year.
  10. I-215 Maintenance, S.R. 201 to North Temple, Salt Lake City. A heavily traveled section of I-215 will undergo concrete repair this summer for approximately two months with occasional lane and ramp closures. Work will take place during overnight and non-commute hours to minimize delays.
