I-215 Reconstruction Ranks No. 1 on UDOT’s 2016 Top 10 Projects list

Major projects will widen freeways, maintain highways and build new roads to keep Utah moving

Today we announced our Top 10 Projects list for the 2016 construction season. At the top of the list is the $105 million reconstruction of I-215 in western Salt Lake County, which is scheduled to begin in May and to be completed late next year.

More than 150 projects are scheduled this season statewide to improve mobility now and in the future. These construction projects are designed to enhance safety for drivers and pedestrians, improve the flow of traffic and keep Utah’s roads in good condition.

Three projects in this year’s Top 10 are in western Salt Lake County, an area that has seen tremendous population growth. According to the U.S. Census Bureau, three western Salt Lake County cities are among the fastest growing municipalities in the state (South Jordan, West Jordan and Herriman).

The following are UDOT’s Top 10 Projects for 2016:

#1 I-215—300 East to S.R. 201, $105 million (Construction starts May 2016; scheduled completion fall 2017) 

UDOT’s top project this season will reconstruct the I-215 west belt with new concrete pavement from S.R. 201 to 4700 South. Crews will repave the westbound lanes with new asphalt from 300 East to Redwood Road. In addition, this project will widen the freeway to add auxiliary lanes from S.R. 201 to 4700 South, and will reconstruct the two bridges over S.R. 201. All four lanes will remain open in the peak travel direction during commute hours, but motorists should plan for delays and consider alternate routes such as Bangerter Highway and I-15.


#2 I-15—The Point Project, $252 million (Construction continues from last season; scheduled completion this fall)

Crews continue widening the freeway and placing new concrete pavement on I-15 from 12300 South to S.R. 92. Major construction this season will happen primarily between 12300 South and Bangerter Highway, with finish work taking place at the southern end of the project area from Bangerter Highway to S.R. 92.


#3 Mountain View Corridor—5400 South to 4100 South, $180 million (Construction started in March; scheduled completion fall 2017)

UDOT is extending Mountain View Corridor farther north to 4100 South. This new construction will include two lanes in each direction, separated by a wide median (similar to the current open segment of Mountain View Corridor).

#4 I-15—Farr West to Brigham City, $52 million (Construction started in March; scheduled completion this fall)

Crews are widening a 13-mile section of I-15 to add a lane in each direction from 2700 North in Farr West to U.S. 91 in Brigham City. Most work is taking place in the freeway median, and traffic delays are expected to be minimal. This widening will improve traffic flow in the area.

#5 Bangerter Highway—600 West Interchange, $48 million (Construction starts this month; scheduled completion spring 2017)

UDOT is constructing a new freeway-style interchange on Bangerter Highway at approximately 600 West. This new interchange will enhance safety and reduce traffic congestion in the area near Bangerter Highway and I-15. UDOT is in the middle of a multi-year process to upgrade Bangerter Highway by replacing many of its existing intersections with interchanges, which will improve traffic flow.

#6 I-15—Hill Field Road Interchange and TTI, $28 million (Construction continues from last year; scheduled completion summer 2016)

UDOT is reconstructing the I-15 interchange at Hill Field Road, converting it to a single-point urban interchange to improve traffic flow and reduce delays in Layton. Last season, UDOT constructed new ThrU Turn Intersections on Hill Field Road on each side of I-15.


#7 I-15—St. George Blvd. to Green Springs Drive, $24 million (Construction starts this summer; scheduled completion late 2016)

Crews are adding two lanes in each direction to I-15 in St. George and building new underpasses to connect Red Cliffs Drive with Red Hills Parkway near Mall Drive. These new lanes will help meet the needs of the growing population in the St. George area, and make it easier for drivers to enter and exit I-15.


#8 I-15—Riverdale to Farr West, $14 million (Construction starts this summer; scheduled completion fall 2017)

UDOT is repaving I-15 in Weber County from the I-84 junction to 2700 North in Farr West. This new pavement will prolong the life of the freeway and provide a smoother ride for drivers.


#9 U.S. 189—Deer Creek Widening, $13 million (Construction starts this month; scheduled completion summer 2016)

Crews are widening a six-mile segment of U.S. 189 near Deer Creek Reservoir to two lanes in each direction, plus a center turn lane. Currently, U.S. 189 consists of one travel lane in each direction in this area. Adding these lanes will reduce congestion and enhance safety, specifically for recreational travelers.


#10 U.S. 6—Repaving near I-70, $6 million (Construction starts this summer; scheduled completion this fall)

UDOT is repaving a 10-mile section of U.S. 6 near the I-70 junction to improve the road condition for drivers and extend the life of the road surface.

Improvements in Layton resume with traffic shift, bridge demolition

LAYTON — With Layton Improved construction resuming after a brief winter hiatus, the Utah Department of Transportation (UDOT) is advising motorists to be aware of traffic pattern changes in Layton around I-15 and the Hill Field Road interchange beginning Wednesday, Feb. 17, 2016.

The Hill Field Road project will move forward with the demolition of existing interchange bridges and construction of a new single-point urban interchange (SPUI). Workers will also finalize improvements to Hill Field Road.  Crews will be working 24 hours a day, six days a week, to finish the project as quickly, efficiently, and as safely as possible while maintaining traffic movement through the area. All traffic lanes will remain open on I-15, and speed limits will not be reduced through the construction zone. Please stay alert and use caution as you drive through the area.

Traffic Shift

Beginning Wednesday, construction crews will shift I-15 traffic in the area onto a detour bridge on the west side of the interstate. Southbound traffic will shift onto the detour bridge on Wednesday morning, Feb. 17. Northbound traffic will make the shift on Thursday morning, Feb. 18. The traffic shift will be in place in both directions through mid-April.

Left turns on the off-ramps will be closed from now through July 2016, so motorists will need to follow the detour signs to turn right and travel through the ThrU Turns.

Trucking companies that normally use Hill Field Road to access businesses west of Layton should plan to use the Layton Parkway Interchange (Exit 330) or Antelope Drive (Exit 332) to access those businesses and industries through July.

Bridge Demolition

Following the traffic shift, the section of Hill Field Road underneath I-15 will be closed on the evenings of Feb 20-21 so crews can demolish both bridges. It is suggested that motorists pay particular attention to  signage that day for detour routes. The new SPUI bridges are being constructed offsite and will be moved into place through UDOT’s innovative accelerated bridge construction process. The northbound part of the bridge will slide into place in early March, and traffic will switch onto the northbound bridge in mid-April. Crews will then complete the southbound bridge and will slide it into place in April.

What to expect when it’s completed

Once the project is completed in Fall 2016, congestion in the area will be reduced by five minutes, thanks to:

  • Four ThrU Turn intersections (already completed)
  • Three additional lanes on Hill Field Road
  • Wider bridges on I-15 over Hill Field Road
  • A single-point urban interchange (SPUI) that will merge traffic at the off-ramps, controlled by one traffic signal.

Since the completion of the ThrU Turns, traffic flow has improved and delays reduced in the area. UDOT and Layton City are working together to tailor solutions that meet the city’s unique traffic challenges, and we’re excited to see the full project benefits realized when all the improvements are completed in fall 2016.

UDOT employee remembered as one who bled orange

Scott James Buckalew — affectionately known as “Buck” to his friends and coworkers at UDOT — passed away from a battle with cancer on December 31, 2015. A native of Utah, he was born November 1988, went to Bingham High School, and married his wife, Shantelle, in Draper in 2012.

The 27-year-old transportation tech started his career at UDOT as a seasonal worker in 2012. He was hired on permanently later on, and worked all of his time at Maintenance Station 224 on the west side of West Valley City. He recently worked on the SR-36 (Tooele Main Street Project), and during his chemotherapy, was consistently pushing his bosses to allow him to work when he could. His favorite duty at UDOT was plowing snow, and took great pride in keeping his assigned area as drivable as it could be.

He bled orange at work and at home, and because of that, Shantelle will be presented with a special Silver Barrel Award in his honor. Just before his passing, he apologized to his boss for not being able to plow the roads for him, and felt like he was letting the department and the residents of Utah down for not being able to complete his job. He also requested that the specific truck that he drove for three years for the department would be present at his funeral.

Funeral services are today at 2:00 p.m. at Valley View Funeral Home, 4335 West 4100 South.   A viewing will be from 12:30-1:45 p.m. prior to services. Interment will be at Valley View Memorial Park.

The entire UDOT family mourns the passing of one of its own, and turns its thoughts to Buck’s family. His memory will remain with us forever as we remember his “Bleed Orange” spirit and the impeccable service rendered on Utah roads.

Formidable Phragmites

UDOT Region One is using a GIS app to help control an invasive weed that makes Utah wetlands inhospitable to native plants and waterfowl.

When phragmites get a foothold, it crowds out native plants like cattail, bulrush, and saltgrass – native species that provide food sources and cover for birds. Randy Berger, Wetland Manager with Utah Department of Natural Resources doesn’t have a single good thing to say about the weed. Berger manages wetland areas in northern Utah.

UDOT manages the area beyond the pavement within the right-of-way, which involves regular mowing and getting rid of invasive weeds, including phragmites. UDOT Region One Area Supervisor Kelly Andrew, along with maintenance crews, has been using a GIS app that tracks the location of phragmites. He and Berger have been working together to fight weeds for years.

Andrew needed a way to keep track of the location of big patches of phragmites. Getting rid of the stuff is a three-year endeavor, and locating, spraying and tracking the spread of phragmites is time consuming. The new weed spraying app, in its second year of use, has made UDOT’s weed abatement effort more effective and efficient.

The app was developed by Seth Anderson of AECOM. He modified the ArcGIS collector app to create the easy-to-use tool. The app works on a smartphone or a tablet. Users simply choose the weed on a pick list, add comments, and create a point on an online map.

“The app automatically stores the date and username when the point is created,” says Anderson. “The Collector app allows for collecting and editing points even when the device does not have a data connection, too.  He just has to sync the data when he gets back to his office and has Wi-Fi connection.” Andrew introduced the app to Berger, who is now using the app to track phragmites treatment areas.

GIS mapping apps are a simple and effective way to collect and track and store data. Andrew recommends others at UDOT consider using an app. “If you think you have a problem that can be solved with a GIS tool, don’t hesitate to ask.”

Legacy Parkway weekend closure, I-15 lane restrictions scheduled to start Friday evening 

SALT LAKE CITY – The Utah Department of Transportation (UDOT) advises drivers to plan ahead for construction this weekend. Legacy Parkway is scheduled to close from Friday night to Monday morning for bridge maintenance. In addition, I-15 will be reduced to two lanes in both directions on Friday and Saturday night while workers reapply lane markings.

Legacy Parkway is scheduled to close in both directions from I-15 to I-215 beginning tomorrow night as early as 7 p.m.The southbound lanes will close first, followed by the northbound lanes at 10 p.m. On Monday, Aug. 10, the southbound lanes are scheduled to reopen in time for the morning commute by 5 a.m., followed by the northbound lanes at 8 a.m.

During this closure, crews will be completing bridge maintenance at several locations along Legacy Parkway. Drivers traveling through Davis County should use I-15 as an alternate route. The closure of Legacy Parkway will not occur this weekend. It has been rescheduled for later in the month.  -NRN

Drivers should plan ahead for delays on I-15 in Salt Lake County on Friday and Saturday night. I-15 is scheduled to be reduced to two lanes in both directions from 4500 South to 10600 South from Friday, Aug. 7, at 11 p.m. to Saturday, Aug. 8, at 7 a.m., and again from Saturday, Aug. 8, at 11 p.m. to Sunday, Aug. 9, at 10 a.m. These lane closures will allow workers to reapply lane markings on the freeway.

During this time, freeway off- and on-ramps are scheduled to close intermittently as construction equipment passes. Crews will not be permitted to close consecutive exits, so drivers should proceed to the next exit if their desired ramp is closed.

I-215 from Taylorsville to Murray

Construction continues to repave the eastbound lanes of I-215 between Redwood Road in Taylorsville and 300 East in Murray. Eastbound I-215 is reduced to one lane each night beginning as early as 9 p.m., and is reduced to two lanes during daytime hours on Saturdays and Sundays. UDOT advises allowing extra travel time or using alternate routes during these times.

State Transportation Commission tours UDOT projects in Summit County

PARK CITY — On Thursday, June 25,  the State Transportation Commission toured several areas in Summit County to see current and recent roadway improvement projects in the county.

The Utah Department of Transportation (UDOT) has been working with Summit County, Park City, and Snyderville Basin Parks, Trails and Recreation on improving transportation routes in the area.

“Summit County is a popular destination for recreation enthusiasts year-round,”  says UDOT Region Two Director Nathan Lee.  “Keeping the flow of motorists, cyclists, and wildlife moving through the county efficiently and safely is a top priority for us.”

In the past five years, UDOT has invested $102 million in roadway improvements in Summit County.  Some of those projects include:

-I-80 from Kimball Junction to SR 224 Study

This study looked at different scenarios to expand the capacity of SR 224 near Kimball Junction to accommodate future traffic and improve mobility.  Three recommendations were made, including a 7-lane section on SR 224, a continuous flow intersection at Olympic Parkway/Newpark Blvd., and a third left turn lane from northbound SR 224 to westbound I-80.  A final recommendation has not been chosen and funding for construction has not been secured.

-Wildlife Underpass Crossing at US 40

Completed in November 2014, this new underpass crossing provides recreational access and connectivity west of US 40 with the Frontage Road east of US 40.  The underpass also enhances safety for drivers and trail users, while at the same time reducing auto-wildlife crashes.

-SR 224 between Richardson Flat and Round Valley Drive

UDOT repaved and widened S.R. 248 to five lanes (two general purpose lanes in each direction with a two-way left turn lane) from Richardson Flat Road to Round Valley Drive. The project also included the installation of bike lanes from Wyatt Earp Way to Richardson Flat Road and intersection improvements at Richardson Flat Road and S.R. 248.  This project was completed in 2013.

-SR 224 between Bear Hollow and I-80

UDOT completed a three-inch repaving on S.R. 224 from Bear Hollow to the I-80 interchange in July 2014.  The project also included new radar signal detection, pedestrian ramp upgrades and a shared shoulder for Park City Transit buses/ bikes on the east side.

Current projects under construction include the following:

-I-80 between Silver Creek and Wanship

This $43 million project replaces asphalt, upgrades drainage systems, and installs overhead variable message signs (VMS) to better communicate road conditions on Interstate 80 between Silver Creek and Wanship.  Construction began in December 2014 and is scheduled for completion in late 2015.

-Judd & Hobson Lane Bridges at I-80

This $2.7 million renovation project prolongs the life of the both the Judd and Hobson Lane bridges along Interstate 80 between Coalville and Hoytsville.  Originally built in 1967, the bridges provide connectivity and enhance safety for drivers.  Renovations began in June 2015 and are scheduled for completion in the fall of 2015.

Upcoming projects in Summit County include the following:

-New westbound truck lane on Interstate 80 between Parley’s Summit and Jeremy Ranch

To improve mobility and enhance safety on Interstate 80, UDOT is designing a passing truck lane between Parley’s Summit and Jeremy Ranch.  The $17 million design project will begin in 2017.

-US 40 bridges near Jordanelle Reservoir

This $4.2 million project will preserve seven bridges near the Jordanelle Reservoir, which are frequently used by motorists visiting the area for recreation.  The bridges were originally built over 20 years ago. Bridge preservation work begins in 2016.

Lane restrictions, freeway closure scheduled for new bridge construction and concrete maintenance

SALT LAKE CITY — The Utah Department of Transportation (UDOT) advises drivers to plan ahead for delays on I-15 in Davis County this weekend. Crews are scheduled to set beams on the new 400 North bridge in Bountiful and complete concrete maintenance on the bridge over the railroad tracks on I-215 in North Salt Lake. Both projects will require significant lane restrictions.

The following is a brief description of road construction projects that drivers should be aware of this weekend (all schedules subject to change due to weather or equipment issues):

I-15 in Davis County

I-15 will be closed in both directions overnight Saturday, June 6, while crews build a new bridge at 400 North in Bountiful.

Southbound I-15 is scheduled to close at 500 West as early as 11 p.m. During this time northbound I-15 will remain open, but will be reduced to one lane. Once the new beams are set over the southbound lanes, crews will reopen one southbound lane and I-15 will be closed at 400 North. All lanes are schedule to reopen by 11 a.m. Sunday.

UDOT recommends Legacy Parkway as an alternate route. 400 North will remain closed at I-15 until project completion later this summer. The new bridge will feature improved sidewalks, wider shoulders and a higher barrier between traffic and pedestrians.

I-215 in North Salt Lake

Drivers should plan ahead for heavy delays near the I-215 ramps on I-15 in North Salt Lake. I-215 has been reduced to one lane in each direction while crews complete concrete maintenance on the bridge over the railroad tracks. This restriction will remain in place 24 hours per day for up to two months. UDOT recommends drivers use Legacy Parkway as an alternate.

Major Delays Expected on I-15 this Weekend in Davis, Utah Counties

SALT LAKE CITY — The Utah Department of Transportation (UDOT) advises drivers to plan ahead for significant traffic restrictions on I-15 in Davis and Utah counties beginning as early as Saturday night. Crews will be demolishing a bridge at 400 North in Bountiful, and completing concrete pavement maintenance in Springville. Additional restrictions are also scheduled to begin on I-80 in Summit County as early as Saturday morning.

The following is a brief description of road construction projects that drivers should be aware of this weekend (all schedules subject to change due to weather or equipment issues):

I-15 in Davis County

I-15 is scheduled to close in both directions on Saturday, April 18, as early as 11 p.m. while crews demolish a bridge at 400 North in Bountiful. The freeway will be closed at the following locations:

  • Southbound I-15 will be closed between the Legacy Parkway/Park Lane interchange in Farmington and 400 North in Bountiful, and all southbound traffic will be diverted to Legacy Parkway. The southbound I-15 on-ramps at all interchanges in this area will also be closed.
  • Northbound I-15 will be closed at 400 North (Exit 317) in Bountiful. Northbound traffic will be diverted onto 400 North, then back onto the freeway via 500 West.

The freeway is scheduled to reopen by Sunday, April 19, at 11 a.m. Drivers in both directions are advised to use Legacy Parkway as an alternate route.

I-15 in Utah County

Southbound I-15 is scheduled to be reduced to one lane between 1400 North (Exit 261) and 400 South (Exit 260) in Springville on Saturday, April 18, as early as 9 p.m. for concrete pavement maintenance. These restrictions are scheduled to remain in place through Monday, April 20, at 7 a.m., when an additional lane will reopen.

During this time, drivers should plan ahead for severe traffic delays of more than an hour on Sunday, April 19, between 10 a.m. and 10 p.m. US-89 through Provo and Springville should be considered as an alternate route. In addition, UDOT recommends that drivers adjust their schedules to avoid travel on southbound I-15 during this time if possible.

Following these lane restrictions, the southbound lanes on I-15 in this area are scheduled to be split into two sections on Monday, April 20, as early as 12 p.m. This lane split is expected to remain in place through Thursday, April 23, at 5 a.m. to allow concrete pavement to cure. Drivers wanting to use exits 261 (1400 North) or 260 (400 South) in Springville will need to stay in the right lanes.

This work is being completed under warranty as part of the I-15 CORE project at no additional cost to taxpayers.

I-15 in Salt Lake County

Southbound I-15 is scheduled to be reduced to four lanes north of the 10600 South interchange beginning as early as Saturday, April 18, at 10 p.m. These restrictions are scheduled to remain in place through Sunday, April 19, at noon while crews complete concrete maintenance. This work is being completed at night to minimize traffic delays.

I-80 in Summit County

I-80 is scheduled to be reduced to one lane in each direction from the U.S. 40 interchange to Wanship as early as Saturday morning, April 18. All traffic will be shifted to the eastbound lanes, and the speed limit will be reduced to 45 miles per hour. In addition, the westbound on- and off-ramps at Exit 150 (Tollgate/Promontory) will both be closed. These restrictions are scheduled to remain in place through fall 2015.

Crews are completing the second phase of a project to reconstruct I-80 in this area with new concrete pavement. Last year, work was completed in the eastbound lanes, and this season crews are reconstructing the westbound lanes.
